Een popster wint Grammy awards, een topfilm haalt Oscars binnen. Een toprestaurant wordt bekroond met Michelinsterren, maar hoe beloon je een kwaliteitsvolle circusshow? Tot voor kort luidde het enige antwoord: door een kaartje te kopen en luid te applaudisseren. Maak u geen zorgen, dat antwoord zal eeuwig correct blijven. Maar sinds kort is er een tweede juist antwoord, nu Europa het Big Top Label in het leven geroepen heeft. Het Big Top wat? Tijd voor een analyse.
Een circusartiest die zijn talent wil laten bekronen heeft dezer dagen wel wat mogelijkheden. Talloze Europese steden hebben vandaag de dag een circusfestival waar een circusartiest zijn act kan laten bekronen met een prijs. Bekende festivals zijn Cirque de Demain in Parijs, het Idols festival in Moskou en het Festival Internacional del Circ Elefant d’Or in Girona, Spanje. Maar in het traditionele circus steekt één festival nog steeds met kop en schouders boven de andere uit: een bekroning op het Internationaal Circusfestival van Monte Carlo geldt in de klassieke circusscene als de hoogst haalbare onderscheiding. Naar analogie met de Amerikaanse Academy die jaarlijks de Oscars uitreikt, verdeelt de familie Grimaldi van het Prinsdom Monaco jaarlijks eind januari een aantal gouden, zilveren en bronzen clowns aan de artiesten die deelnemen aan hun circusfestival. Circusdirecties die vervolgens een winnende act engageren in hun programma, vermelden dan graag (tot vervelens toe) dat de gepresenteerde act bekroond werd met de ‘Oscar van de Circuswereld’, kwestie van de uitzonderlijke kwaliteit van de act toch maar te benadrukken bij het ‘hooggeëerde publiek’.
De circuswereld kent dus al jarenlang kwaliteitslabels voor circusartiesten. Maar wat met de circussen zelf? Hoe weet je of het circus dat je op het punt staat te bezoeken waar biedt voor je geld? Een Michelinsterrensysteem voor circussen bestond vooralsnog nog niet. Daar kwam onlangs verandering in, op initiatief van Hongaars Europees Parlementslid MEP István Ujhelyi (Socialistische fractie). Na een tweetal jaar voorbereiden lanceerde hij in 2018 het Big Top Label (BTL). De opzet van het BTL is eenvoudig: door op Europees niveau de goede van de slechte leerlingen te onderscheiden, wil men kwaliteit garanderen en geloofwaardigheid geven aan de traditionele circussector. Aan de hand van een grondige checklist met een twintigtal aandachtspunten (zie kaderstuk) kwantificeert een circusinspecteur – in de praktijk is dat de kabinetschef van Europarlementariër Ujhelyi – de kwaliteit van een traditioneel circus. Het BTL-Committee, een internationale jury van zeven mannen die allen affiniteit hebben met de sector, buigt zich vervolgens over het inspectieverslag. Indien de evaluatie positief is, wordt het Big Top Label uitgereikt aan het onderzochte circus.
In 2018 trok de circusinspecteur een eerste keer op inspectieronde, bij Circus Krone (D), Circus Arlette Grüss (FR) en het Blackpool Tower Circus (UK). Het BTL-project wilde wellicht met een positieve noot starten, want de drie geselecteerde circussen staan bij circuskenners hoog aangeschreven – het verbaast dan ook niet dat ze alle drie bekroond werden met het label. De circussen krijgen het label voor een periode van twee jaar, daarna volgt een nieuwe evaluatie om te kijken of eventuele werkpunten opgelost werden en of de kwaliteit nog steeds gegarandeerd is.
In november 2018 kregen de laureaten hun label uitgereikt uit handen van de Europees commissaris voor cultuur, de Hongaar Tibor Navracsics (lid van de rechts-nationalistische Fideszpartij van Victor Orban). Hij prees tijdens de uitreikingsceremonie het BTL-initiatief en vooral ook de circuskunst, “omdat circus een goede illustratie is van de duale natuur van cultuur en culturele activiteiten. Enerzijds is er de intrinsieke en artistieke waarde van cultuur, en anderzijds de economische waarde. Circus levert een bijdrage aan creativiteit, innovatie en sociale inclusie. Het is een mooi voorbeeld van de combinatie van traditie met innovatie en technologie, die zowel jongeren als ouderen aanspreekt. De circuskunst vormt een brug tussen generaties.”
Ook de drie bekroonde circusdirecteurs bewierookten op hun beurt het initiatief en verwezen hierbij naar de rotte appels die de circuswereld kapotmaken. “Sommige circussen hebben geen respect voor de manier waarop een professioneel bedrijf geleid wordt en hebben geen interesse in het respecteren en beschermen van het circus. (…) Dit kwaliteitslabel beschermt het circus, maar het beschermt ook het publiek, dat nu de zekerheid heeft dat het circus nauwkeurig gecheckt is door de autoriteiten,” aldus Martin Lacey, directeur van het bekroonde Circus Krone.
Is een nieuwe circusprijs echt waar de sector nood aan heeft, en is het BTL-comité niet gewoon een groep circusvrienden die hun vrienden beloont met prijzen? Die kritiek weerleggen de leden van het comité met klem. “Eerst en vooral is het belangrijk te benadrukken dat het initiatief uit het Europees parlement komt, en dat de inspecties gebeuren door een volledig onafhankelijke kabinetsmedewerker – van vriendjespolitiek kan dus geen sprake zijn. Het BTL-comité heeft daarbij vooral een adviserende rol,” verduidelijken BTL-comitéleden Christian Nolens en Arie Oudenes. “Met het BTL-systeem wil men de (traditionele) circussector meer geloofwaardigheid geven en een beter imago bezorgen door internationale kwaliteitsstandaarden vast te leggen. Zo’n initiatief is alleen levensvatbaar en impactvol als het gedragen wordt op Europees niveau.”
Enkele maanden terug, op 2 oktober 2019, vond in het Europees Parlement in Brussel een tweede uitreikingsceremonie plaats. De avond verliep vrij gelijkaardig aan de eerste uitreiking. Deze keer was de beroemdheid van dienst geen Europees Commissaris, maar een prinses: niemand minder dan Prinses Stéphanie van Monaco reikte de awards uit, ditmaal aan de directies van Sirkus Finlandia (FI), Magyar Nemzeti Cirkusz (HU) en Circus Knie (CH), opnieuw drie grote circussen.
Er waren ook een aantal Belgische circusdirecties op de ceremonie aanwezig, maar zij reageerden eerder koeltjes op het hele concept. De ene directeur verliet de zaal nog voor het einde van de ceremonie, een andere gaf luid en duidelijk aan niet geïnteresseerd te zijn, want “dit lijkt me iets voor de grote jongens.” Het argument dat het BTL-label ook een kwaliteitsgarantie kan zijn voor vergunningsverleners in steden en gemeenten, werd schouderophalend onthaald. “Ik vraag speelvergunningen aan in de kleinste boerendorpen. Geloof je echt dat de vergunningverlener in zo’n dorp op de hoogte is van het BTL-label en mijn aanvraag daarom anders zou beoordelen?” grinnikt een Belgische circusdirecteur.
Is deze onverschilligheid terecht? De grootste circussen in Europa werden inmiddels bekroond, er blijven niet veel ondernemingen van deze grootteorde meer over. Loopt het BTL-project dan al op zijn einde, amper een jaar nadat het echt van start ging? Of komen ook kleine (familie)circussen in aanmerking voor een systeem dat tot nu toe enkel focuste op de Europese circusreuzen?
De leden van het BTL-comité geven toe dat het systeem momenteel eerder gericht is op de grote circussen, maar benadrukken dat het absoluut de bedoeling is om in de toekomst ook kleinere circussen in aanmerking te laten komen voor een BTL-beoordeling. Een Belgisch familiecircus kan je echter onmogelijk op dezelfde manier beoordelen als een Europese circusgigant, en dat beseffen de initiatiefnemers ook. “We bekijken momenteel de mogelijkheden om te werken met verschillende categorieën, rankings of puntensystemen, om ook kleinere circussen een eerlijke beoordeling te geven. Bovendien onderzoeken we de denkpiste om het hele framework ook uit te breiden naar circusscholen en hedendaags circus – maar dat is momenteel nog verre toekomstmuziek.”
Ook Zsuzsanna Mata, die als executive director van de Fédération Mondiale du Cirque nauw betrokken werd bij de lancering van het BTL-project, reageert optimistisch. “Kleinere circussen komen zeker ook in aanmerking voor het label. Uiteindelijk draait alles om het feit of je kwaliteit biedt of niet. Een kleiner circus kan binnen zijn mogelijkheden zeker ook een goede en kwaliteitsvolle show presenteren, en daarvoor beloond worden met het label.”
Het Europese kader van BTL is ongetwijfeld de grootste kracht van het initiatief. Gelijkaardige landelijke initiatieven kwamen zelden of nooit van de grond wegens conflicterende belangen en een gebrek aan onafhankelijkheid. Wanneer lokale circusdirecties zich op eigen initiatief verenigen, kan een positief bedoelde brainstormronde helaas wel eens uitmonden in een rondje verwijten heen en weer slingeren over pakweg een vergunningsaanvraag of een contractbreuk. Dankzij het initiatief van MEP Ujhelyi wordt dit lokale kibbelniveau overstegen en krijgt een internationale sector ook een internationaal kwaliteitskader. De komende jaren zullen heel wat inspanningen geleverd moeten worden om het BTL-concept uit te breiden, te onderhouden en erover te communiceren – alleen dan zal een vergelijking met de Michelinsterren op zijn plaats zijn. De Wieners, Pipo’s en Baronessen van dit land passen momenteel nog niet in het BTL-kader, al lijkt het dus een kwestie van tijd vooraleer ook de kleinere circussen naar de erkenning kunnen meedingen, en bij een positieve evaluatie hun façade kunnen versieren met een Big Top Label.
Aan de hand van een checklist proberen de circusinspecteur en het BTL-comité een zo objectief mogelijk beeld te krijgen van de kwaliteit van een circus. Indien aan een aantal administratieve startvoorwaarden is voldaan, kan overgegaan worden tot de kwalitatieve evaluatie. Die evaluatie draait zowel rond de omkadering van het circus als de kwaliteit van de show zelf. Op elk onderdeel wordt een score van 1 tot 5 gegeven. Om het label te ontvangen, moet een circus een gemiddelde score van 4 of meer halen.

>> Geen gekende gevallen van contractbreuk, onbetaalde lonen, enz.
>> Indien van toepassing: licentie volgens nationale wetgeving, permanent winterkwartier met voldoende stallen

>> Indruk buitenkant (voertuigen, kassa, ingang, hekken enz.)
>> Staat en comfort van de zitplaatsen (individuele stoelen, banken enz.)
>> Beschikbaarheid en staat van sanitaire voorzieningen voor publiek en personeel
>> Outfit, houding en vriendelijkheid van kassapersoneel, placeurs en technici
>> Waar voor je geld (versus gemiddelde prijs per ticket, volwassenen en kinderen)
>> Reclame, informatie & public relations (incl. online ticketing etc.)
>> Indien van toepassing: staat van transportvoertuigen, stallen en paddocks, opendeurenbeleid met toegang tot stallen en openbare training
