Een sector waar lijfelijk contact tussen beoefenaars, nabijheid tussen artiesten en publiek en internationalisering essentieel zijn, wordt dubbel zo hard getroffen in tijden van social distancing en afgelaste culturele evenementen. Hoewel de Vlaamse circussector de afgelopen jaren definitief een plaats heeft verworven binnen het cultuurbeleid en op binnen- en buitenlandse podia, bedreigen de huidige coronacrisis én de jarenlange gebrekkige ondersteuning vandaag haar toekomst. Eén iets staat nu al in de kurkdroge rotsen gebeiteld: de veerkracht en inventiviteit waar het circus zo om geroemd wordt, zullen ook de komende maanden en jaren van essentieel belang zijn.
Aangezien de circussector bestaat uit verschillende deelsectoren met elk hun specifieke kenmerken, bespreken we de impact van corona op deze deelsectoren apart.
Let op, dit artikel werd geschreven vóór 3 juni. Allerhande versoepelingen die sindsdien zijn aangekondigd en doorgevoerd, waren bij het schrijven van dit artikel nog niet geweten of officieel bevestigd.
Net als in de rest van de kunstensector vormen artiesten – en bij uitbreiding ook (tijdelijke) medewerkers zoals technici – de meest essentiële, maar tegelijk ook meest kwetsbare schakel in het ecosysteem. Van de ene dag op de andere is alles voor hen stilgevallen: door de lockdownmaatregelen die werden afgekondigd op 13 maart, bleven er plots heel weinig mogelijkheden over om te creëren, repeteren en presenteren. De actieradius van artiesten werd plots beperkt tot de eigen huiskamer. De schade is enorm: op korte termijn is er behoorlijk wat creatief potentieel verloren gegaan en ook het financiële verlies is ongezien. Een ware ramp voor een internationaal georiënteerde sector die op vele vlakken belangrijke stappen aan het zetten is in zijn verdere professionalisering.
De lockdownmaatregelen hebben in de eerste plaats een fundamentele impact op de – soms nog prille – creatieve processen van circusartiesten. Mogelijkheden om te repeteren vielen weg, speelreeksen werden afgelast of opgeschort en lang voorbereide voorstellingen konden niet in première gaan. De cijfers die gezelschappen naar buiten brengen, spreken voor zich: het aantal geannuleerde shows loopt voor een aantal producties reeds op tot boven de 100, waarvan een aanzienlijk deel in het buitenland. Circus heeft bij uitstek nood aan fysieke ruimte, aan oefening, aan mogelijkheden tot interactie. Hoewel een aantal van de residentieplekken recent opnieuw hun deuren heeft geopend, gelden er nog steeds maatregelen die artiesten beperken om vrijuit te creëren.
Sommige circusartiesten hebben er in deze periode voor gekozen om voorstellingen online aan te bieden. Maar een geregistreerde voorstelling – hoe goed ze ook is in beeld gebracht – kan de gedeelde live ervaring met krakende banken, ingehouden adem en applaus van opluchting en verwondering niet vervangen. En net zoals het publiek het rechtstreekse contact met de circusartiest mist, kan ook de clown of acrobaat niet zonder toeschouwers. Bovendien zorgen deze initiatieven wel voor een alternatief, maar brengen ze geen geld in het laatje.
Hoewel de sector de afgelopen jaren sterk gegroeid is, zijn de budgetten en subsidies vaak nog zeer laag in verhouding tot de werking. Hierdoor wordt er nog al te vaak gekozen wordt voor vormen van tewerkstelling op basis van statuten die weinig of geen sociale bescherming bieden. De verloning ligt sowieso erg laag – tijdens repetitieperiodes hebben circusartiesten vaak geen inkomen. Zeker wat de individuele artiesten betreft, missen heel wat van de uitgewerkte maatregelen op federaal en Vlaams niveau hun doel omdat ze niet zijn aangepast op de realiteit van de circussector. Bijgevolg is een deel van de circusprofessionals vandaag aangewezen op solidariteitsacties of gaat men noodgedwongen tijdelijk elders aan de slag (bijvoorbeeld als seizoenarbeider in de landbouw) om te kunnen overleven.
Door het nog steeds groeiende succes dat de circusateliers sinds hun oprichting in de jaren ´90 kennen, is een deel ervan ondertussen uitgegroeid tot grote vzw’s met administratief, pedagogisch en artistiek coördinerend personeel, vaak met een eigen infrastructuur. Deze organisaties maken aanspraak op een aantal recent uitgewerkte maatregelen die helpen om de grootste financiële uitdagingen op te vangen, zoals de uitbreiding van het stelsel van tijdelijke werkloosheid en de hinder- of compensatiepremie.
Op basis van een recente navraag van Circuscentrum blijkt echter dat niet alle ateliers naar aanleiding van de verplichte sluiting effectief in aanmerking komen voor de hinderpremie. Vooral de kleinere, niet-gesubsidieerde circusateliers die buiten de centrumsteden hun uitvalsbasis hebben, zijn in deze tijden extra kwetsbaar. De coronamaatregelen hebben een grote impact op deze fragiele werkingen en in tegenstelling tot de grotere ateliers zullen zij niet kunnen rekenen op ondersteuning via het Noodfonds of op flexibiliteit bij het uitbetalen van subsidies. Vrijwillige inzet van gepassioneerde circuswerkers die weinig of geen sociale bescherming genieten, is hier bovendien nog vaak de norm. Waar werknemers van de grotere ateliers gemakkelijker kunnen terugvallen op tijdelijke werkloosheid, geldt dit helaas niet voor vele van de begeleiders in de kleinere ateliers en bij uitbreiding ook niet voor een deel van de freelancers die vaak hun artistieke carrière combineren met lesgeven. Zij vinden minder makkelijk aansluiting bij de tijdelijke maatregelen die zijn uitgewerkt om de klappen van de crisis op te vangen.
Niet enkel de professionele begeleiders maar ook de grote groep beoefenaars van alle leeftijden wordt getroffen. Zij zagen plots hun wekelijkse lessen wegvallen en daarmee ook hun oefenkansen. Gelukkig kwamen er al snel online initiatieven die beoefenaars stimuleren om te blijven circussen… maar dan in huis of in de tuin. Ondertussen gingen er op tal van locaties ook opnieuw outdoor-groepssessies met social distancing van start.
De perspectieven voor de zomer zijn niet ongunstig, al blijft het voorlopig nog afwachten op verdere richtlijnen van de Nationale Veiligheidsraad die op 3 juni opnieuw samenkomt. Kampen voor kinderen en jongeren kunnen doorgaan, maar het programma zal mogelijks moeten worden aangepast. Voor de leeftijd 12+ zullen er bepaalde restricties van toepassing zijn die in lijn liggen met de sport- en danssector. De ateliers bereiden zich alleszins voor om de jonge beoefenaars op een zo aangenaam en veilig mogelijke manier te ontvangen op hun circuskampen.
De rondreizende, traditionele circussen worden binnen de sector erg hard getroffen: na de vele afgelastingen van shows gedurende de maand februari omwille van de opeenvolgende weekendstormen, volgt voor hen nu een loodzware periode ten gevolge van de coronamaatregelen. De economische realiteit van deze deelgemeenschap is in gewone omstandigheden al precair te noemen en wordt in deze uitzonderlijke tijden ronduit dramatisch. Geen shows betekent geen inkomsten – de situatie wordt zodanig nijpend dat zelfs de basisbehoeften van sommige families in het gedrang komen.
De buitenlandse artiesten die dit seizoen gecontracteerd werden, hebben niet alleen geen inkomen, maar geraken dikwijls ook niet terug naar huis. Sommigen circussen moeten daardoor niet enkel in de eigen basisbehoeften voorzien, maar zijn ook verantwoordelijk voor de gezinnen van de gecontracteerde artiesten (en in sommige gevallen ook voor de dieren die meereizen).
Aangezien steden en gemeenten de vergunningen intrekken, zijn de circussen niet langer welkom op de plek waar ze in principe mochten spelen. Het vinden van een standplaats waar circussen deze periode kunnen overbruggen – met meerdere voertuigen, caravans en verschillende gezinnen – is geen sinecure. Hoewel er tot nu toe tijdelijke oplossingen gevonden zijn, zal dit moeilijker worden in de zomermaanden. Bepaalde activiteiten zullen dan hervat worden en de domeinen waar ze nu staan, zullen mogelijks in functie hiervan ontruimd moeten worden.
Het verlies dat de circussen lijden door het wegvallen van alle inkomsten terwijl de vaste kosten blijven lopen, neemt snel toe. Het water staat ze aan de lippen en met elke verlenging van gedwongen sluiting, wordt hun situatie meer uitzichtloos. Zij hopen op zijn minst ergens een plek te vinden om te komende maanden te kunnen (over)leven. Maar indien perspectieven op het hervatten van hun werking nog langer uitblijven, overwegen sommigen om weg te trekken naar landen waar voorstellingen wel opnieuw kunnen doorgaan.
Rondreizende gezelschappen zijn aangewezen op de goodwill van gemeentebesturen om vergunningen te bemachtigen die hen toelaten hun tenten op te slaan en voorstellingen te geven. Duidelijk is dat de ene gemeente de circuskaravaan al liever ziet neerstrijken in zijn gemeente dan de andere. Dit is niet nieuw, maar in deze tijden tonen zelfs de meest circusvriendelijke gemeentebesturen zich vaak minder gastvrij dan anders. Veel van de vergunningen die eerder werden toegekend, zijn opnieuw ingetrokken.
Ondertussen wordt er nagedacht over mogelijkheden om voorstellingen veilig te kunnen laten doorgaan en bereiden de circussen zich voor op een mogelijke heropstart. Maar zolang er niet meer duidelijkheid is over wanneer en op welke manier de shows terug kunnen hervat worden, blijven dit slechts denkoefeningen en geen reële oplossingen.
Ook voor de festivals zijn er voorlopig nog weinig perspectieven. In de gefaseerde heropstart van de cultuursector komen ze omwille van hun omvang en publieksgerichte karakter achteraan in het rijtje. Grotere evenementen, en al zeker die met een internationaal programma, zullen pas als laatste terug kunnen plaatsvinden. De huidige onzekerheid zorgt voor chaos en immobiliteit. De schade die festivalorganisatoren hebben opgelopen, hangt in grote mate samen met de periode in het jaar dat de festivals doorgaan. Een aantal festivals zagen zich gedwongen om de editie 2020 te schrappen. Andere festivals bekijken hoe ze zichzelf kunnen omvormen naar een coronaproof versie, maar het hoeft niet gezegd dat dit vaak geen evidentie is.
Hoewel de overheid zich flexibel zal opstellen bij het uitbetalen van subsidies – zelfs indien festivals niet kunnen doorgaan – en oproept tot maximale solidariteit met de meest kwetsbare schakels binnen de sector, worden er naar aanleiding van geannuleerde voorstellingen heel verschillende afspraken gemaakt met artiesten. Uitkoopsommen worden meestal (gedeeltelijk) uitbetaald om de artiesten te steunen, indien mogelijk worden voorstellingen naar een later tijdstip verplaatst. In elk geval wordt het flink puzzelen en hopen dat het publiek zich niet laat afschrikken om terug te komen.
Voor meer concrete spelregels is het nog wachten op de evenementenmatrix die meer duidelijkheid zal geven over welk soort van activiteiten op welk tijdstip terug zal kunnen plaatsvinden. Alleszins is nu al duidelijk dat ook lokale besturen een cruciale speler worden en dat massa-evenementen tot en met 31 augustus 2020 sowieso verboden zijn. Hoewel circusvoorstellingen zeker soelaas kunnen brengen in ontwrichtende tijden, ziet het er voorlopig nog niet naar uit dat het publiek zich snel terug in grote getale zal kunnen laven aan een portie circusverwondering.
Dit artikel is geschreven vlak voor de bijeenkomst van de Nationale Veiligheidsraad van 3 juni waarop beslissingen zullen vallen over de gefaseerde herstart van de cultuursector. Op basis van gesprekken die hieraan vooraf zijn gegaan, ziet het ernaar uit dat het culturele leven langzaamaan hervat zal kunnen worden. Een bijkomende uitdaging bij de heropstart is dat de circussector zich op het snijvlak van sectoren bevindt en rekening zal moeten houden met een mix aan maatregelen die geldt binnen verschillende domeinen: jeugd, sport en cultuur. De wettelijke bepalingen liggen vast in ministeriële besluiten die bindend zijn. Omwille van de diversiteit aan spelers en activiteiten binnen het circusveld, is het aangewezen om bij de concretisering ervan zoveel mogelijk aansluiting te vinden bij sectorgidsen die voor gelijkaardige types van activiteiten ontwikkeld worden.
Hoe groot de uiteindelijke schade voor de circussector in zijn geheel zal zijn, zal pas op langere termijn echt duidelijk worden. De beleidsmatig jonge, weinig geprofessionaliseerde – en dus ook nog fragiele – circussector staat op een belangrijk kantelpunt in zijn ontwikkeling. 2020 is het jaar dat de sector voor het eerst in de geschiedenis de kans krijgt om meerjarige subsidieaanvragen in te dienen. Een aantal gezelschappen, werkplaatsen en ateliers slaagden er ondanks alles in om een aanvraagdossier voor te bereiden en in te dienen voor structurele ondersteuning voor de komende vijf jaar en halen hieruit hoop voor de toekomst.
Het feit dat er net nu – in deze tijden van stilstand – een belangrijke aanvraagronde voor de circussector loopt, kan fataal zijn óf net redding bieden. Het is belangrijk om voor ogen te houden dat het nieuwe decreet er gekomen is vanuit het besef dat er nieuwe instrumenten én extra middelen nodig waren om de dynamiek binnen de circussector verder te kunnen ondersteunen. Hoopvol is dat de minister tijdens een gesprek met de sectorraad sociaal-cultureel werk te kennen gaf dat het vinden van middelen voor de uitvoering van het Circusdecreet los staat van de investeringen die nodig zijn om coronaschade te beperken. Het decreet kan in dat opzicht dé manier zijn om invulling te geven aan de relance van de circussector en perspectieven te bieden op langere termijn. Het nieuwe Circusdecreet is ontworpen als een instrument om de professionalisering en duurzame groei van de sector te ondersteunen, laten we het dan ook ten volle benutten om in deze uitdagende tijden te zorgen voor een injectie die het Vlaamse circus ook verder internationaal op de kaart kan zetten.
De circusartiesten staan alleszins te popelen om terug voor het publiek te staan. De vele niet-professionele beoefenaars – jong en oud – die hun techniek thuis trachten te onderhouden, kijken ernaar uit om terug samen in de ateliers aan de slag te gaan. De festivalorganisatoren willen opnieuw de adrenaline voelen die gepaard gaat bij de aftrap van een festivalweekend. En waar nu de bezorgdheid over de nabije en verdere toekomst nog primeert, kondigen zich perspectieven aan die hopelijk ook een grote boost aan creativiteit met zich zullen meebrengen.
