Circuscentrum en tal van circusactoren bereiden een aanvraag voor om de circuspraktijk als immaterieel cultureel erfgoed te laten erkennen via Inventaris Vlaanderen. Waarom eigenlijk? We vroegen het aan CEMPER, het Centrum voor Muziek- en Podiumerfgoed, dat de aanvraag begeleidt.
Wat is de Inventaris Vlaanderen en wat is het doel ervan?
Hanne Ampe: “De Inventaris Vlaanderen van het Immaterieel Cultureel Erfgoed brengt tradities, gebruiken en gewoonten in kaart die vandaag plaatsvinden in Vlaanderen of in het tweetalig gebied in Brussel. Het is een instrument om erfgoedpraktijken zichtbaar te maken en de zorg ervoor te stimuleren.”
Anaïs Verhulst: “De praktijken die op de Inventaris komen, worden voorgedragen door een ‘erfgoedgemeenschap’. Dat zijn de mensen die het immaterieel erfgoed beleven en doorgeven. Een expertencommissie beoordeelt de aanvraag. Op basis van hun advies beslist de minister van Cultuur om het immaterieel erfgoed al dan niet op de inventaris te plaatsen.”
Ampe: “Zo’n aanvraag moet aan enkele criteria voldoen. Zo moet er een stevig draagvlak en eensgezindheid zijn vanuit de erfgoedgemeenschap. Ook moet je kunnen aantonen wat de kansen en uitdagingen zijn voor de toekomst. De kern van het dossier bestaat uit concrete acties om het erfgoed te ‘borgen’ – een toekomst te geven.”
Verhulst: “De Inventaris Vlaanderen maakt dus levende praktijken zichtbaar. Een erkenning bekroont het engagement van de erfgoedgemeenschap om hun erfgoed te blijven doen en doorgeven.”
Wat is het verschil met de Representatieve Lijst van het Immaterieel Cultureel Erfgoed van UNESCO?
Verhulst: “De UNESCO Conventie voor immaterieel erfgoed heeft drie lijsten om praktijken internationaal in de kijker te zetten: de Representatieve Lijst, Immaterieel Erfgoed dat Dringende Borging nodig heeft, en het Register van Goede Borgingspraktijken. Het is een complexe procedure om op die lijsten te geraken en voor België geldt dan nog eens een regionale beurtrol, waardoor Vlaanderen slechts om de 8 jaar aan zet it. Zowel de UNESCO-lijsten als de Inventaris Vlaanderen willen levende praktijken in de kijker zetten én de zorg voor de toekomst stimuleren.”
Wat kan een erkenning betekenen voor een ‘erfgoedgemeenschap’
Verhulst: “Een erkenning is een bekroning van het engagement van een groep die waarde hecht aan een praktijk en zich wil inzetten voor de toekomst ervan. Het maakt de praktijk zichtbaar en is een stimulans om het te blijven doen en doorgeven. Een erkenning betekent dus geen financiële steun, maar wel sociaal kapitaal. Door een bredere zichtbaarheid van de rijke geschiedenis en de complexiteit van een praktijk, kan er ook maatschappelijk een grotere erkenning en waardering groeien.”
Ampe: “Nog belangrijker dan de erkenning zelf, is dat een groep leert kijken door een ‘immaterieel-erfgoedbril’. Door samen en vanuit verschillende perspectieven na te denken over het ‘bredere plaatje’ en de toekomst van een praktijk op lange termijn, wordt men zich meer bewust van de kwetsbaarheid ervan. Het wakkert zelfreflectie en verantwoordelijkheid aan en motiveert om kennis en vaardigheden actief en kwalitatief door te (blijven) geven. Door parallellen te zien met andere soorten immaterieel erfgoed, kan er inspiratie gevonden worden bij anderen voor het doorgeven van erfgoed. Wat zou circus bijvoorbeeld kunnen leren van de reuzencultuur?”
Waarom vinden jullie het als CEMPER zo belangrijk om ook circus op de Inventaris Vlaanderen erkend te krijgen?
Ampe: “Wij vinden de circusgemeenschap interessant omwille van de unieke uitdagingen waar het circusveld mee kampt. Hoe bijvoorbeeld de kloof dichten tussen de rondreizende circussen die op eigen risico spelen en zij die werken op uitkoopsom? Hoe het eerder negatieve imago van de rondreizende circussen counteren? Hoe ervoor zorgen dat arbeidsintensieve circustechnieken en specifieke disciplines niet verloren gaan? Hoe kwalitatief onderwijs blijven garanderen zonder creativiteit, improvisatie en innovatie te bevriezen? We denken dat de ‘immaterieel-erfgoedbril’ de circusgemeenschap hierbij kan helpen.”
Verhulst: “Circus zou bovendien een mooie aanvulling op de Inventaris Vlaanderen zijn, omdat het gemeenschappen die met gelijke uitdagingen kampen kan inspireren om samen naar oplossingen te zoeken. Daarnaast hopen we dat een erkenning een morele opsteker kan zijn voor de hele sector en in het bijzonder voor de familiecircussen. De covid-19-pandemie legt de kwetsbaarheid van het hele circusveld nog maar eens bloot.”
Is het niet vreemd om voor een erkenning te ijveren voor iets wat al 12 jaar vanuit het beleid ondersteund is, namelijk via het Circusdecreet?
Ampe: “Het Circusdecreet dekt niet alle uitdagingen. Vanuit de circusgemeenschap samen nadenken over een duurzame toekomst van bepaalde vakkennis, praktijken en manieren van werken en leven, is erg zinvol.”
De eerste gesprekken tussen CEMPER en Circuscentrum vonden al plaats in 2017. Waarom doen we er zo lang over om een aanvraag in te dienen?
Ampe: “Een inventarisaanvraag is altijd een proces van lange adem. Voor circus waren er in 2007 twee struikelblokken: een verkeerd beeld van immaterieel erfgoed en de kloof tussen twee deelgemeenschappen – de rondreizende circussen die op eigen risico spelen en de gezelschappen die werken op uitkoopsom. Er was een bezorgdheid dat de associatie met ‘stoffig erfgoed’ het negatieve imago van de rondreizende circussen zou versterken. Ook de ‘hedendaagse’ compagnieën stonden niet meteen te springen om zich te engageren in een erfgoedtraject. Identificatie met immaterieel erfgoed lag moeilijk, omdat het mijlenver leek te liggen van de ‘hoge’ kunsten.”
Verhulst: “Maar geleidelijk aan groeide het begrip van immaterieel erfgoed als dynamisch gegeven – zowel bij Circuscentrum als in de bredere circussector. Ook internationaal bewoog er wat: in Nederland, Finland, Hongarije en Chili werd circus ondertussen opgenomen op de nationale inventaris. Toen bij de lancering van het nieuwe Circusdecreet de ondersteuning voor de nomadische tournee wegviel, groeide de wens naar extra erkenning bij de rondreizende familiecircussen. Even werd gedacht aan een apart erkenningstraject voor deze familiecircussen. Maar in oktober 2019 werd duidelijk dat alle deelgemeenschappen de krachten wilden bundelen, ondanks de verschillende realiteiten, visies en noden.”
Het traject is nog niet rond, wat hebben jullie zelf geleerd uit het hele proces? Kijken jullie nu anders naar circus?
Ampe: “Het is boeiend om circus achter de schermen te leren kennen. We staan versteld door de enorme rijkdom aan technieken en manieren van leven. Er zijn zoveel verschillen en toch is er een grote verbondenheid. De grootste gemene deler lijkt een algemene houding als plantrekker: circus durft out-of-the-box te denken en tegendraads te zijn. Creatief denken, dingen in vraag stellen en een veerkrachtige ingesteldheid blijken eigen te zijn aan circus. Dat maakt het een fijn traject om te begeleiden en doet ons nieuwsgierig uitijken naar de vele toekomstplannen die er nog uit zullen uitvloeien!”
