Acht circusateliers krijgen de komende vijf jaar een mooie financiële ondersteuning: Cirkus in Beweging (Leuven), Circusplaneet (Gent), Circolito (Mechelen), Ell Circo d’ell Fuego (Antwerpen), Locorotondo (Herentals), Circus Zonder Handen (Brussel), Woesh (Brugge) en Salto (Tienen). Lieven Leemans, coördinator van Circolito, wil zijn werking professionaliseren én een pak diverser maken. Katrijn De Bleser, coördinator van Sarakasi, reageert dan weer op het gegeven dat enkele kleinere ateliers uit de subsidieboot vielen.
Lieven, je kreeg onlangs het officiële bericht dat Circolito de komende vijf jaar structureel ondersteund wordt. Ik neem aan dat je een gat in de lucht sprong?
Lieven Leemans: “Eerst was er al de feedback van de beoordelingscommissie die superpositief was. Op 500 euro na gingen ze akkoord met ons gevraagde bedrag – ze hebben naar beneden afgerond. Ook bij de andere ateliers was de feedback positief. Daar waren we heel blij mee, maar we vreesden dat in een latere fase alle bedragen afgeroomd gingen worden – dat elk atelier een percentage zou krijgen van de geadviseerde subsidie. We hadden nooit gedacht dat minister Jambon alle ateliers de volle pot zou geven. Al is er nog steeds enig voorbehoud, want pas half december, na de goedkeuring van de algemene Vlaamse begroting, is de toekenning definitief. Wie weet wordt er alsnog een kaasschaaf bovengehaald – in tijden van corona zijn er veel putten te delven…”
Klopt het dat je aanvankelijk geen grote voorstander was van de zogenaamde inkanteling van de circusateliers in het nieuwe Circusdecreet?
Leemans: “Wij hebben altijd gezegd dat wij wel wilden inkantelen mits garanties dat we het minimum zouden behouden van wat we toen kregen. Circolito was klaar om als cultuureducatieve vereniging bij Jeugd te blijven; wij voldeden aan alle voorwaarden, bijvoorbeeld actief zijn in drie verschillende provincies. Bij de andere ateliers was dat niet of minder het geval; voor hen was de overstap naar het Circusdecreet een minder gewaagde sprong. Maar niemand had durven dromen dat de budgetten voor circus dermate zouden stijgen dat alle ateliers die een subsidieaanvraag indienden, quasi het volledig gevraagde bedrag zouden krijgen. Circolito krijgt nu zelfs meer dan het dubbele van wat we bij Jeugd kregen. Ik had gevreesd dat het budget wel wat zou stijgen, maar nooit voldoende om acht ateliers degelijk te ondersteunen.”
Wat zijn de volgende stappen voor Circolito als structureel erkend circusatelier?
Leemans: “We willen absoluut inzetten op diversiteit. En zoals Circus Zonder Handen en Circusplaneet al hebben aangetoond: dat gaat niet zonder er een hoop energie tegenaan te gooien. We willen er dus eerst en vooral goed over nadenken en vervolgens de juiste acties opzetten, de juiste contacten aanspreken en de juiste mensen aanwerven. Een piste is om de diversiteit in ons lesgeversteam ‘geforceerd’ te vergroten en docenten van buitenaf aan te trekken om ons team te versterken, in plaats van enkel te putten uit onze eigen stal. Verder moet onze structuur verder professionaliseren en taken ontdubbeld worden. Circolito is de afgelopen jaren gestaag blijven groeien, we zijn verhuisd naar een prachtige locatie, maar als ik onder een tram loop – hetgeen in Mechelen niet zo snel zal gebeuren – dan heeft onze school wel even een probleem. Tot slot willen we vooral datgene verderzetten en uitbouwen waarin we al jaren gewaardeerd worden: onze circuspedagogie, het contact met de ouders, onze vrijwilligerswerking, en meer inzetten op duurzaamheid.”
Pedagogie is jullie corebusiness. Hoe zit het met jullie artistieke ambities?
Leemans: “We zetten niet in op eigen artistieke producties, maar het traject ernaartoe willen we wel blijven ondersteunen. Cursisten de kans geven om op een podium te staan, bijvoorbeeld via productiegroepen. Onze aanpak hierin heeft in het verleden al zijn nut bewezen; relatief veel Circolito-leden groeiden door tot professioneel circusartiest. Ook onze residentiewerking – artiesten de kans geven om in onze school te repeteren of aan een creatie te werken – zullen we verder uitbouwen. Maar voor alle duidelijkheid: het is als circusschool niet ons doel om elk jaar een x-aantal artiesten af te leveren.”
Zie je nadelen aan het nieuwe Circusdecreet?
Leemans: “Ik had vooraf de vrees dat de ateliers onderlinge concurrenten gingen worden omdat de pot veel te klein zou zijn, maar dat is gelukkig niet het geval. Verder hoop ik dat we van de omkadering die binnen Jeugd erg goed uitgebouwd is, gebruik kunnen blijven maken – bijscholingen, interessante publicaties, advies, … Maar ik hoop vooral dat de circussector één sector zal blijven. Dat we niet, zoals in andere sectoren het geval is, worden opgedeeld in een amateur- versus professioneel circuit. Dat zou een grote verarming voor ons veld betekenen.”
Hoe zie je de (jeugd)circussector evolueren?
Leemans: “Het nieuwe decreet zou een boost moeten geven. Er is meer geld, er zijn mooie plannen. Het risico is dat de erkende ateliers vanaf nu meer in de diepte gaan werken en niet langer in de breedte. Op een laagdrempelige manier nieuwe mensen bereiken blijft nochtans cruciaal – je kan de top van de piramide maar hoger krijgen als je de basis blijft verbreden. Met de gesubsidieerde ateliers moeten we ook goed nadenken over hoe we onze verantwoordelijkheid kunnen opnemen naar de kleinere, niet-gesubsidieerde ateliers toe en op zijn minst een solidariteit in knowhow teweegbrengen. Verder kan het een piste zijn om interessante blinde vlekken in Vlaanderen te detecteren en er als groot atelier – mits de nodige lokale verankering en lokale trekkers – een werking onder de vleugels te nemen. Met Circus Punt in Sint-Niklaas hebben we daar alleszins erg positieve ervaringen mee.”
De inkanteling van de circusateliers in het nieuwe Circusdecreet is een juiste stap gebleken: acht aanvragen, acht goedkeuringen, mooie budgetten. Maar er is een maar: niet alle ateliers konden überhaupt een subsidieaanvraag indienen.
Dat heeft alles te maken met de kwantitatieve ondergrens van 10.000 deelnemersuren (‘de duur in uren aan circuseducatieve activiteiten in een werkingsjaar, vermenigvuldigd met het aantal aanwezige deelnemers’). Met andere woorden: enkel de grotere ateliers konden subsidies aanvragen. Katrijn De Bleser, coördinator van het kleinere atelier Sarakasi in Dendermonde en Aalst, reageert.
Hoe staan jullie principieel tegenover de ondergrens die in het Circusdecreet is ingeschreven?
Katrijn De Bleser: “Daar raak je een gevoelige snaar. De ondergrens zorgde ervoor dat wij nagenoeg geen kans maakten om hierop in te tekenen.”
Hebben jullie mogelijkheden onderzocht om aan die grens te geraken?
De Bleser: “Jawel. We hebben geprobeerd om extra lessen te creëren. Dat begon met heel wat rekenwerk om te resulteren in extra lessen in Denderbelle en in Aalst. Uiteindelijk kwamen we er waarschijnlijk net niet, we hebben het rekenen opgegeven en ook de hoop op een plekje binnen het nieuwe decreet. Extra lessen creëren is één ding, maar je moet ze dan ook nog vol krijgen en we hadden niet voldoende tijd om dat af te toetsen. Wel positief: de samenwerking met cc De Werf en stad Aalst is er nog steeds en het werd een goed draaiend project.”
Welke financiële ondersteuning krijgen jullie wel?
De Bleser: “Van de gemeente krijgen we elk jaar een zakcentje. Fijn dat we dat krijgen, maar daarmee redden we het niet. We proberen nu en dan eens een project in te dienen voor bovenlokale cultuurprojecten. Voor onze leden en de deelnemers aan de projecten is het steeds fijn dat er een extraatje is: een nieuwe uitdaging of eens iets anders wat we zonder die projectsubsidie niet hadden gekund. Die projecten vragen wel steeds extra werk en moeite van onze lesgevers, vrijwilligers en werkuren van onze coördinator. Dat laatste is een kost die we binnen die projecten voor onze eigen rekening moeten nemen. Zo blijven we dus wel met het structurele probleem zitten: er zijn geen middelen om onze reguliere werking te financieren. Al zijn de wekelijkse lessen zelfbedruipend, we hebben nog steeds de vaste kosten die we moeten zien op te vangen met onder andere het geven van initiaties, hetgeen eigenlijk onvoldoende is. In tijden van corona is het geven van initiaties zelfs helemaal onmogelijk.”
Hoe zien jullie de toekomst tegemoet? Is het vechten om te overleven of is het rustig doorgroeien tot binnen vijf jaar, wanneer jullie wel aan die grens komen en structurele subsidies binnen het Circusdecreet kunnen aanvragen?
De Bleser: “Rustig doorgroeien en binnen vijf jaar intekenen voor het Circusdecreet zou een droomscenario zijn. Op dit moment kunnen we niet te ver vooruit kijken. In deze situatie moeten we jaar per jaar bekijken waar we staan en welke groeimogelijkheden we hebben binnen de financiële middelen die voorhanden zijn. Op dit moment willen we vooral blijven doen waar we mee bezig zijn: onze circuslessen behouden en ervoor zorgen dat onze lessen volzet geraken. Zolang we onze leden kunnen laten circussen, zijn we tevreden. Stiekem blijven we er natuurlijk wel van dromen om toch mee op die kar van het Circusdecreet te kunnen springen.”
