Een redactielid van Circusmagazine laat zijn of haar licht schijnen op de wonderlijke (circus)wereld. Scherpte deze keer z’n potlood: hoofdredacteur Maarten Verhelst.
In de week van 12 oktober kwam het verlossende nieuws: het Vlaamse subsidiebudget voor de circussector stijgt met drie miljoen euro*. In absolute cijfers is dat een eerder klein bedrag – we hebben het al vaker geschreven: een kunstinstelling als de Singel ontvangt op haar eentje jaarlijks 6 miljoen euro – maar als je weet dat het totale budget voor circus het afgelopen jaar 2,7 miljoen euro bedroeg, dan is een stijging van 3 miljoen gigantisch. Laat ons eens een zwaar woord bovenhalen: het is historisch.
In het eerste decennium van deze eeuw was Bert Anciaux (S.PA) de ridder op het witte paard die de volledige culturele sector een enorme boost gaf. Hij deed het met hart en ziel, zorgde voor de nodige (her)structureringen en strooide rond met mooie budgetverhogingen – hij had de conjunctuur mee: de economie ging in stijgende lijn. Hij merkte dat (hedendaags) circus aan een opmars bezig was. De circussector werd onder zijn bewind voor het eerst écht erkend en kreeg in 2008 een eigen decreet met eigen middelen. Zo werd het Vlaamse circusbeleid plots toonaangevend in Europa. Of er een causaal verband is met de enorme groei die de circuskunsten in Vlaanderen – zowel artistiek als pedagogisch – sindsdien meemaken, is niet wetenschappelijk onderzocht, maar de correlatie is onbetwistbaar.
Na Anciaux kwam Joke Schauvliege (CD&V) met een kaasschaaf en weinig kennis van culturele zaken. Vervolgens werd Sven Gatz (Open Vld) van stal gehaald, met als grootste verdienste besparingen op te leggen zonder enige ophef te veroorzaken – hij kon het erg goed uitleggen. De circussector bleef ondertussen groeien en groeien, terwijl de beschikbare subsidiebudgetten door de opeenvolgende besparingen stagneerden of zelfs daalden. Het Circusdecreet barstte uit zijn voegen en was hoognodig aan vernieuwing toe. Die vernieuwing kwam er alvast op papier: in maart 2019 werd het nieuwe Circusdecreet goedgekeurd, vanaf 2021 zou het in werking treden. Maar alle goede bedoelingen ten spijt, iedereen wist: alles staat of valt met het toegekende budget.
En dan kwam Jan Jambon (N-VA). De eerste signalen die hij als minister van Cultuur gaf, waren rampzalig. Als er al over cultuur gepraat werd, ging het over drastische besparingen, over eeuwenoude Vlaamse meesters, over een Vlaamse canon of over het extra ondersteunen van al veel te grote kunstinstellingen. De cultuursector protesteerde. De circuswereld – gewend om veel te weinig te krijgen – was solidair, maar ijverde tegelijkertijd zelfbewust voor een groter stuk van de taart.
Circuscentrum voerde in het voorjaar van 2020 constructieve gesprekken met diverse politieke partijen om te pleiten voor een substantiële budgetverhoging voor de circussector. We bleven realistisch en pleitten voor een verdubbeling van het budget om het nieuwe Circusdecreet minimaal werkbaar te maken. Overal kregen we hetzelfde antwoord: de circussector verdient absoluut een extra push – geen enkele discussie mogelijk – maar ‘wij kunnen daar weinig aan doen’ of, bij N-VA, ‘we gaan zien hoever we kunnen springen’.
Die sprong is nu bekend. Het is een historische sprong. Met dank aan Jan Jambon en zijn kabinet. Wie had dat ooit gedacht?
* Belangrijke voetnoot: de Vlaamse regering moet de begroting voor 2021 nog goedkeuren. Dat gebeurt in de loop van december. De budgetverhoging is met andere woorden nog niet 100% zeker.
