Stel u voor. Een samenleving waarin mensen elkaar ontmoeten. Waarin mensen samenwerken, los van onderlinge verschillen. In het sociaal circus gebeurt het. Bezit circus dan de sleutel tot een geslaagde multiculturele maatschappij? Of is dat te idealistisch? Wel. Idealisme. Dat mag.
Eerst even een terminologische kwestie. Het label ‘sociaal circus’ doet zowat iedereen huiveren. Het klinkt als een luchtbel, een vage veralgemening van de zeer uiteenlopende zeer concrete acties die plaatsvinden op kleine schaal. En het doet nogal gemakkelijk denken aan politiek incorrecte termen als allochtoon, gehandicapte en marginaal, met de bijhorende verwarring over wat we nu eigenlijk wel en niet mogen zeggen. In onze grote gevoeligheid zouden we uiteraard niemand willen schofferen. Maar fuck that. In het sociaal circus doet die terminologie er niet toe. Sociaal circus gaat niet over labels, maar over mensen.
Circus voor iedereen
Sociaal circus wordt beschouwd als een vorm van vrijetijdsbesteding voor kinderen, jongeren en volwassenen waarbij het circus een middel is om maatschappelijk kwetsbare mensen een positief duwtje in de rug te geven. Belangrijk is dat ene woord: circus als middel. Circus is niet het doel op zich, er hoeft geen artistiek eindresultaat te zijn. De jongeren worden ook niet per se klaargestoomd voor een professionele circuscarrière. Circus wordt vooral in het hier en nu toegepast om een aantal mensen te bereiken die de samenleving anders misschien links zou laten liggen.
De manier waarop sociaal circus functioneert, varieert van organisatie tot organisatie, van doelgroep tot doelgroep, van land tot land. In grote lijnen kan het op twee manieren gebeuren. Je kan voor een specifieke doelgroep werken of je kan inclusief te werk gaan. Als je een cursus inricht voor mensen met een visuele beperking of als je met al je materiaal in een moeilijke wijk met buurtkinderen aan de slag gaat, dan is dat doelgroepspecifiek. Inclusief werken wil zeggen dat de doelgroep wordt opgenomen binnen de reguliere, dagdagelijkse werking van de organisatie. De lessen staan open voor iedereen. Maar dan ook echt iedereen.
Handi-cirque en community circus
De verschillende doelgroepen van sociaal circus zouden we in twee categorieën kunnen onderverdelen. Een eerste groep bestaat uit mensen met een fysieke of mentale beperking. Onder de taalgrens spreekt men in dat geval van handi-cirque. Bij ons neemt men die term minder gemakkelijk in de mond, misschien omdat men in de media het gebruik van het woord gehandicapte vermijdt. Hoe het ook zij, volgens de begeleiders is er tussen handi-circus en het reguliere circus niet zo heel veel verschil. Het vergt een aanpassing, je moet zoeken naar welke circustechnieken mogelijk zijn en hoe de cursist lichamelijk of mentaal functioneert. Maar eenmaal je daar doorheen bent, verlopen de circuslessen gelijkaardig aan de ‘gewone’ lessen. Met die positieve noot dat fysiek of mentaal beperkte cursisten doorgaans zeer gemotiveerd en gedisciplineerd zijn.
Een tweede categorie van sociaal circus is die waarin gewerkt wordt met mensen die om een of andere reden buiten de maatschappij dreigen te vallen. In die context wordt vaak gesproken over community circus. Via het circus wordt gewerkt aan sociale cohesie. We denken dan al snel aan circus met allochtone kinderen, maar het kan ook gaan om bijvoorbeeld senioren of gedetineerden. Via circus wordt een poging gedaan om hen de weg naar een plaats in onze samenleving te laten terugvinden, met als eerste stap het opkrikken van hun zelfbeeld.
Kinderen en jongeren met een moeilijke thuissituatie nemen echter een centrale plaats in binnen het sociale circus. Het is niet gemakkelijk om deze groep in de samenleving te betrekken, maar circus lijkt hiervoor een sleutel die behoorlijk wat deuren openkrijgt. Al is het geen eenvoudige klus. Vooral het opnemen van deze kinderen en jongeren in de reguliere werking van de circusschool blijkt één van de moeilijkste aspecten van het sociaal circus. Een veel voorkomend fenomeen is het volgende: de circusorganisatie zet een workshop op poten in een zogenaamde probleemwijk, de kinderen uit de buurt zijn dolenthousiast en één of twee vinden achteraf hun weg naar de wekelijkse circuslessen. Maar na een paar keer dagen ze niet meer op. Waarom? Niet omdat ze het niet leuk vinden. Maar misschien omdat ze niet gewend zijn aan een structurele hobby. Of omdat ze thuis niet worden gesteund. Of omdat ze liever op straat rondhangen dan tussen de overwegend blanke middenklassers te zitten. Want hoe laagdrempelig ook, bepaalde sociale hindernissen blijven overeind. Ook in circus.
Toch is het geen verloren moeite wanneer een jongere na een paar lessen niet meer komt. Vincent Wauters, directeur van de Ecole de Cirque de Bruxelles, ziet het als volgt: “Als een kind een paar keer komt en daarna niet meer opdaagt, is dat geen falen. Zolang het er was, heb je hem of haar iets meegegeven, dat is sowieso niet verloren. Misschien is het iets kleins, maar hij of zij draagt het toch met zich mee. Het kind is een positieve ervaring rijker.”
Why Circus Works
Circus heeft een aantal kwaliteiten waardoor het een bijzonder geschikte tool is voor sociaal werk. Maar is circus dan het wondermiddel? Daar is iedereen het over eens: nee. Andere disciplines kunnen die rol ook op zich nemen. Muziek, sport of theater kunnen even goed mensen laten groeien als individu en als groep. Toch heeft circus een aantal specifieke kenmerken die het als medium voor sociaal werk een streepje voor geven. In zijn doctoraat Why circus works bespreekt de Brit Reg Bolton deze kwaliteiten aan de hand van… een hand.
Voor Bolton staat de handpalm gelijk aan het lachen, de vreugde. Circus is fijn. Zonder plezier kom je er niet. De wijsvinger staat voor het ik, het zelfbeeld, het individu. Je leert via circus je eigen lichaam kennen, werkt aan kracht, lenigheid, snelheid en je bouwt zelfvertrouwen op. De krachtige middelvinger ziet Bolton dan weer als het risico, het avontuur en de moed. Je kweekt dapperheid, maar krijgt ook de smaak te pakken van de overwinning en het succes. Zo leren jongeren dat ze via circus positieve kicks kunnen krijgen, beter dan drugs.
Maar het gaat verder dan alleen het individu: de ringvinger is het vertrouwen, het samenwerken en het delen. Mensen ontmoeten elkaar, leren omgaan met elkaars verschillen en bouwen respect op voor elkaar. Dat daar bij circus niet eens woorden voor nodig zijn, maakt het bijzonder geschikt voor mensen die de gangbare taal niet spreken. En dan is er de pink: de dromen en de fantasie. Circus prikkelt de creativiteit, en is ook nog eens multidisciplinair. Eender welk talent vindt er zijn plek. Wie niet kan jongleren, blinkt misschien uit aan de trapeze. Wie goed kan fluiten, kan ook dat wel op een of andere manier laten zien. Maar het gaat niet vanzelf. De duim staat bij Bolton voor hard werk. Discipline. Een voordeel aan circus is dat je snel resultaat boekt, maar je moet trainen om te verbeteren.
Van het individu naar de groep naar de samenleving: circus is goed voor mensen. Ter versterking van het eigen ik, maar ook om mensen samen te laten groeien als groep. En dat geeft het circus zo’n sociaal potentieel.
Europees Sociaal Circustrainer
Een centrale rol in het sociaal circus is weggelegd voor de begeleider. Een goede sociaal circustrainer is van onschatbare waarde, maar het is een uitdagende rol. Hij of zij moet niet alleen een aantal circustechnieken onder de knie hebben, maar moet ook een goed pedagoog zijn. Je moet je mannetje kunnen staan in een groep, maar tegelijkertijd aandacht hebben voor de zwakkere schakels. Je moet een groot empathisch vermogen hebben en weten hoe je elk kind moet benaderen. En dat terwijl er voortdurend onverwachte situaties en mogelijke crises op de loer liggen. Ze zullen het niet snel van zichzelf zeggen, maar een goed circuspedagoog verricht kleine wonderen. Jammer genoeg wordt dat niet altijd naar waarde geschat. Vanuit de Vlaamse overheid bijvoorbeeld is er weinig interesse om het sociaal circus te ondersteunen. Maar daarover later meer.
Wel een fanatiek voorstander van sociaal circus is de Europese Unie. Daar heeft men al langer het nut ingezien van een leven lang leren. Want leren houdt je scherp, is goed voor je zelfvertrouwen en zelfbewustzijn. Voor jong en oud. En dan heeft men het niet alleen over leren op school, maar ook over buitenschoolse activiteiten als sport, muziek of… circus. In de niet-formele opleidingen, zoals men dat dan noemt, leer je dingen die je op school niet leert. Daarom vindt Europa dit buitenschools leren zeer belangrijk.
Daarom werd binnen het sociaal circus met de steun van de Europese Unie de organisatie Caravan in het leven geroepen, die twaalf jeugd- en sociale circusscholen uit twaalf verschillende landen samenbrengt. Binnen Caravan werd twee jaar lang gewerkt aan het Circus Trans Formation project, waarin werd gezocht naar een methodologie voor circuspedagogen. Dankzij dit project kwam een handleiding voor begeleiders in sociaal circus tot stand, en op basis van die handleiding zou een Europese opleiding tot sociaal circusbegeleider ontwikkeld moeten worden. Een teken dat Europa in sociaal circus gelooft en investeert. Op kleinere schaal kan je in ons land een opleiding tot sociaal circusbegeleider volgen aan de Ecole de Cirque de Bruxelles. Je kan je er specialiseren in pedagogie, sociaal circus en handi-circus. In Nederland is Circus Elleboog met een dergelijke opleiding gestart, ook toegankelijk voor Vlaamse geïnteresseerden.
De politieke keuze
De Vlaamse overheid erkent het sociaal circuswerk nog niet. In het Circusdecreet krijgt het in ieder geval geen expliciete plaats. Voor subsidies moeten organisaties eerder aankloppen bij lokale besturen als de stad en de provincie (zolang deze nog slagkracht hebben), waardoor de middelen die ze krijgen afhankelijk zijn van de goodwill van de lokale politici. Zien zij de waarde van sociaal circus in of niet? En kijken ze dan vooral naar het eindresultaat, waar het bij sociaal circus nu net niet om draait, of kan de (minder zichtbare) ontplooiing van het individu en het uitbouwen van het groeps- en gemeenschapsgevoel hen overtuigen? Het antwoord op deze vragen is variabel, afhankelijk van het lokale bestuur. Brussel is in ieder geval een buitenbeentje. Daar erkent men de werking van sociaal circus wel, omdat circusscholen als Zonder Handen en de Ecole de Cirque zich stevig inplanten in de migrantenbuurten. In Brussel is de samenlevingsproblematiek zeer acuut, waardoor een organisatie die zich op dat terrein begeeft al sneller wordt opgemerkt en ondersteund. In Vlaamse steden is daar soms minder sprake van. Zo wordt het Leuvense Cirkus in Beweging niet extra gesteund door stad of provincie voor haar sociale werking.
Maar hoe toon je het belang van sociaal circus aan? Ook los van subsidies is dit een interessant vraagstuk. Hoe overtuig je mensen die zelf niet in het sociaal circus actief zijn van het nut ervan? Hoe overtuig je de gemeenschap? De belastingbetalers? Want uiteindelijk maken zij de maatschappelijke keuze of ze dit werk belangrijk vinden of niet. Of ze dit willen ondersteunen of niet. Wil men investeren in de zelfontplooiing van jongeren met problemen? Ziet men de mogelijkheid om tot ontmoetingen te komen als waardevol voor de samenleving, of heeft men daar geen behoefte aan? Sociaal circus is het circus van de bescheiden wereldverbeteraar. Van hem of haar die gelooft in een omarmende maatschappij. Idealisme. Als politieke keuze.
Politieke keuzes worden echter zelden vanuit niet-financiële overwegingen gemaakt. Nochtans is het op dat vlak goed om te beseffen waar ook een studie aan de Universiteit van Tampere in Finland op wijst: mensen die sociaal uitgesloten zijn, kosten de maatschappij behoorlijk wat geld. Wie wil besparen op uitkeringen, kan maar beter investeren in mensen. Een actieve burger brengt meer op dan iemand die geen plaats vindt in het grote geheel. Los van zijn of haar persoonlijke tragedie. De Europese Unie lijkt al tot dit besef te zijn gekomen. Nu nog haar onderdanen.
Circus als Voorbeeld
Sociaal circus is een klein, lokaal verhaal. Iemand organiseert iets, ergens in de rand van de samenleving. Hij reikt daarmee de hand aan een paar anderen, die deze hand vrij dringend nodig hebben. Er gebeurt iets. Een individu krijgt een kans, bloeit misschien open. Het kan een steentje zijn in een groot domino-spel dat uiteindelijk leidt tot een warmere maatschappij. Zo overstijgt sociaal circus het lokale belang en wordt het een voorbeeld op wereldschaal.
